Land is not a possession like other possessions nor is it an asset like other assets.

It is not a market where demand can stimulate more supply.

It can only be held, hoarded or divided between competing interests.

In Scotland, historically, we've chosen to allow it to be hoarded by wealthy minority.

Just 450 people own more than half of the private land in our country and they spend a great deal of time, money and effort to ensure that they get to keep hoarding it.

Much of this land is poorly used and poorly managed. Deforestation, overgrazing and sports like grouse shooting have left our countryside not as the pristine wilderness that many tourists expect or the Atlantic rainforest that it once was but a barren and desolate wasteland of bare, eroded and sometimes deliberately fire-razed hills.

It would be a mistake however to limit the scope of land reform merely to rural issues. Many urban areas also suffer deprivation and underinvestment because of hoarded land which prevents derelict buildings from being repaired or abandoned sites from being regenerated for the needs of communities.

Land reform should not be viewed as a tool to redress old injustices - though many injustices deserve to be fixed - but as a vital strategy in opening up and better using our land as we raise our country up to meet the coming challenges of climate change, economic inequality and depopulation.
